Formed in response to allegations of human rights abuses in the Philippines
Just prior to the Congressional investigation into the Philippine-American War, instigated by anti-imperialist Senator George Hoar, the League established a Committee designed to investigate charges of atrocities. Well before the Committee was established in April 1902, Herbert Welsh had been interviewing returning veterans about their experiences. The Investigation Committee was a means of funding and coordinating Welsh's investigations with other anti-imperialists under the banner of the League. Andrew Carnegie made a large donation to the Committee until he realized that the investigation would likely tarnish soldiers' reputations. He withdrew the donation and re-granted it to the League's general coffers.
